The Immigrant Investors Programs allows experienced business people who do not wish immediately to start up their own Canadian business venture or invest into a Canadian company and participate in its management to obtain Canadian Permanent Residence for them and members of their immediate families (children, parents).The two most important programs are the Canadian Federal Immigrant Investor Program, and its equivalent in the Province of Quebec.To qualify for the Canadian Federal or Quebec administrated programs, the applicant has to:
1) demonstrate business experience ( 2 years –federal, 3 years Quebec)
2) have minimum of net worth of Can$ 800,000 (legally acquired)
3) invest Can$ 400,000 without interest into federally administrated
programs for 5 years (the investment is guaranteed)
The selection procedure is similar in both federal and Quebec programs with a following distinction: in Quebec, the investor has first to obtain the Certificate of Selection of Quebec before applying for Health and Security screening on federal level to be admitted to Canada (the federal jurisdiction). Although there are two stages of procedure for Quebec program, usually it is faster to get the final approval because of a heavy backlog of cases awaiting processing on the federal level. Once legally admitted to Canada, the applicants, who received Certificate of Selection of Quebec, do not need to establish in Quebec because they – as all Canadian residents – have total liberty of movement and establishment in any of 10 Canadian provinces and 3 territories.
