Charmaine Quinland-Donovan is the first national of Antigua and Barbuda and the first woman to head the country’s Citizenship by Investment Unit (CIU). Prior to this, she served on the CIU as Chief Compliance Officer, Chief Operating Officer, and Acting Chief Executive Officer. Quinland-Donovan was also instrumental in shaping and implementing policies and procedures from the establishment of the CIU. She holds a B.Sc. with first-class honors from the University of the West Indies and is also a chartered director and certified anti-money laundering specialist. Quinland-Donovan has an expansive career in banking that include roles at the Eastern Caribbean Central Bank, the Eastern Caribbean Currency Union, and Bank of Nova Scotia.
