This equity can take the form of “shares” of GDP or, alternatively, the right of residence or citizenship in a nation. As countries such as Malta and Antigua and Barbuda have demonstrated to striking effect, well-managed investment migration programs are able to drive liquidity that meets the needs of governments, without adding to the burden of debt that is a natural result of traditional sovereign finance.
